FEI Sports Forum 2025 Discusses Jumping Rules
Key focus on regulations for rest hours amid ongoing revisions

The first day of the FEI Sports Forum 2025 wrapped up with an extensive discussion centered on the FEI Jumping Rules, which are currently under comprehensive revision.
A focal point of the discussion was the regulation of rest hours for horses, riders, and grooms, a topic that has prompted significant debate in recent years. Notably, Article 1008 of the FEI Veterinary Regulations, updated in 2023, requires FEI stables to be closed for six continuous hours overnight with limited lighting and noise to ensure sufficient rest for horses. However, many competition schedules at various European FEI events, particularly indoor competitions, have not been modified to reflect this change. The FEI schedule template explicitly notes that competitions should not commence prior to 08:00 h and must conclude by 23:00 h unless the FEI grants prior approval. Despite these guidelines, they are frequently disregarded.
Panel discussions involving key figures such as FEI Jumping Director Todd Hinde and IJRC President François Mathy Jr. touched on the issue of rest hours but seemingly lacked references to current FEI regulations, which face inadequate enforcement. Instead, emphasis was placed on the need for riders to manage their grooms' schedules more effectively. Suggestions included enhancing communication and planning, as well as adopting shift work practices seen in other industries. Lucy Katan of the International Grooms Association raised significant concerns during an open floor commentary, pointing out the frequent violation of the rule requiring competitions to end by 11 PM, even at prestigious events.
Katan highlighted that insufficient sleep poses risks to both equine and human welfare, significantly affecting grooms' well-being. She noted that post-competition care requires additional hours, making it challenging to meet the six-hour stable closure requirement. Katan stressed that many grooms work extensive hours, often up to 18-shifts, contributing to burnout and high turnover rates in the profession. While some solutions like hiring additional grooms or drivers were mentioned, Katan observed that few riders adopt these measures. She urged for the enforcement of a strict ending time for competitions and prize-givings to enhance the welfare of both grooms and horses essential to the sport.
The onus is now on FEI to uphold existing regulations and initiate necessary reforms to ensure the welfare of all involved.
