USDA Announces No Regulatory Changes to Horse Protection Act for Upcoming Show Seasons

US Equestrian has announced that there will be no changes to the Horse Protection Act (HPA) regulations between the 2024 and 2025 show seasons.

In an official statement, the USDA confirmed a stay on enforcing a new requirement set to take effect on April 2, 2025, which would have mandated event organizers to register and report competitions held under the Act. As a result of this announcement, submitting written notification to the USDA about covered events is no longer required. Comprehensive details regarding the HPA's focus for the 2025 show season can be found in the USDA stakeholder bulletin.

The Horse Protection Act, established in 1970, prohibits sored horses from attending shows, exhibitions, and sales, as well as their transportation to these events. Certain events, including those where speed is a primary element, are exempt from the rule. On January 24th, US Equestrian informed its members that some amendments to the HPA had been postponed until April 2, 2025.

Following this postponement, a court vacated several amendments, including the ban on all action devices and substances related to soring. The USDA's Horse Protection team is reviewing further steps and will continue to engage with stakeholders. Dr. Emily Robertson has been appointed to lead the Horse Protection program for the 2025 season.

US Equestrian is actively monitoring the situation and will issue updates as more information becomes available.
